Con la pubblicazione della circolare n.387 del 28 maggio 2019 il Consiglio nazionale degli Ingegneri ha sottoposto all\u2019attenzione degli Ordini territoriali l\u2019importante tematica del superamento delle barriere architettoniche e, in particolare, la necessit\u00e0 di contemplare e approntare idonee soluzioni tecniche ed accorgimenti a favore delle persone non vedenti e ipovedenti al momento di redigere i progetti degli edifici pubblici e di quelli privati aperti al pubblico.<\/p>\n
Il tutto prendendo spunto dalla segnalazione inviata al CNI e agli altri Consigli Nazionali delle Professioni tecniche da parte dell\u2019Associazione Disabili Visivi Onlus (ADV ONLUS), in data 5 marzo 2019 e a seguito del cordiale incontro con il Presidente dell\u2019Associazione avvenuto il 14 maggio 2019.<\/p>\n
Dopo aver osservato come i numerosissimi inviti agli enti preposti ad adeguare le varie strutture alla normativa vigente tramite singole istanze e richieste di intervento hanno avuto scarso successo, l\u2019Associazione dichiara che \u201cnella stragrande maggioranza\u201d delle asseverazioni rilasciate dai Professionisti \u00e8 riportata la erronea dichiarazione di aver ottemperato alla eliminazione delle barriere architettoniche per i disabili, \u201cdimenticando che sono disabili anche i non vedenti e gli ipovedenti\u201d.<\/p>\n
Si tratta \u2013 prosegue la nota – di un equivoco in cui incorrono spesso anche le Autorit\u00e0 pubbliche, dato che persino l\u2019ISTAT \u2013 in passato \u2013 a proposito dei dati relativi agli edifici scolastici, disegnava un quadro con punte percentuali del 70% di dichiarato rispetto nell\u2019accessibilit\u00e0 per i disabili, quando in realt\u00e0 la statistica faceva riferimento soltanto ai disabili motori, dimenticando completamente di considerare nella ricerca anche i disabili visivi.<\/p>\n
Si sottolinea come il problema riguardi le strutture pubbliche e quelle private aperte al pubblico (banche, centri commerciali, supermercati\u2026 ), in cui mancano o sono del tutto insufficienti i percorsi e segnali tattilo-vocali sul piano di calpestio, necessari per l\u2019orientamento e la sicurezza dei non vedenti e degli ipovedenti.<\/p>\n
A parere del Consiglio Nazionale il tema sollevato dalla suddetta Associazione appare degno della massima attenzione e deve comportare un supplemento di riflessione per chiunque rivesta un ruolo pubblico e per chi svolge il rilevante e delicato compito della Professione.<\/p>\n
Il Consiglio Nazionale ha, in questi anni, come noto, incentivato e promosso le occasioni di dibattito e di azione sui temi della sicurezza degli edifici e delle persone, nonch\u00e9 della sicurezza nei luoghi di lavoro.<\/p>\n
In questa ottica \u2013 nei limiti delle funzioni istituzionali demandate dalla legge all\u2019Ente Centrale di Categoria degli Ingegneri e ferme restando le specifiche responsabilit\u00e0 delle Autorit\u00e0 deputate a verificare il rispetto degli standard di sicurezza e agibilit\u00e0 degli edifici pubblici e aperti al pubblico \u2013 la sollecitazione proveniente dall\u2019Associazione Disabili Visivi Onlus viene valutata come utile stimolo a concentrarsi su un aspetto del vivere civile talvolta colpevolmente trascurato dalla Societ\u00e0 (le possibilit\u00e0 di mobilit\u00e0 e la libert\u00e0 di movimento delle persone con ridotta capacit\u00e0 motoria o sensoriale e, in particolare, di non vedenti ed ipovedenti).<\/p><\/blockquote>\n
Si concorda pienamente sulla necessit\u00e0 che nei progetti di nuovi edifici (e nella ristrutturazione degli esistenti) il tecnico progettista debba adeguatamente considerare \u2013 tra i molteplici fattori \u2013 anche la presenza di segnalazioni e accorgimenti che permettano alle persone non vedenti, ipovedenti e sorde di orientarsi correttamente, riconoscendo le fonti di pericolo.<\/p>\n
Allo stesso modo, si concorda sulla importanza dei percorsi e segnali tattilo-vocali sul piano di calpestio, quali strumenti ed ausili idonei a permettere la capacit\u00e0 di orientamento e la sicurezza dei non vedenti e degli ipovedenti.<\/p>\n
Il Consiglio Nazionale ritiene infatti che quella sul superamento delle barriere senso-percettive sia una battaglia di civilt\u00e0, che deve vedere i professionisti Ingegneri impegnati in prima linea, nella loro attivit\u00e0 quotidiana, sia come liberi-professionisti sia come dipendenti, ai vari livelli della Pubblica Amministrazione.<\/h3>\n
Allo scopo di agevolare l\u2019attivit\u00e0 degli Ordini territoriali \u2013 a cui si chiede e si raccomanda di promuovere una adeguata e costante sensibilizzazione dei propri iscritti circa il tema in esame – si fornisce di seguito un breve riepilogo della normativa vigente in materia di eliminazione delle barriere architettoniche.<\/p>\n
Eliminazione delle Barriere Architettoniche negli edifici Scolastici.<\/h3>\n
L\u2019Istat, nell\u2019ultima rilevazione dedicata alla situazione dell\u2019edilizia scolastica, ha affermato che nell\u2019anno scolastico 2017-2018 soltanto il 32% delle scuole risulta accessibile dal punto di vista delle barriere fisiche. Mentre il quadro peggiora se si considera la presenza di barriere senso-percettive che ostacolano gli spostamenti delle persone con limitazioni sensoriali: \u201cla percentuale di scuole accessibili scende al 18%\u201d. Nelle regioni del Mezzogiorno si registra la quota pi\u00f9 bassa (13%). Se si considerano assieme le scuole accessibili sia dal punto di vista fisco che sensoriale, la quota di plessi scolastici in regola scende all\u20198% e tocca i valori pi\u00f9 bassi ancora una volta nel Mezzogiorno d\u2019Italia (5%).<\/p><\/blockquote>\n
La ricerca dell\u2019Istituto Nazionale di Statistica prosegue evidenziando come, nonostante la percentuale di scuole accessibili risulti piuttosto bassa, solamente nell\u201911% degli edifici scolatici sono stati effettuati, nell\u2019ultimo anno, lavori finalizzati all\u2019abbattimento delle barriere architettoniche.<\/h3>\n
I miglioramenti, in ogni caso, negli ultimi 5 anni, hanno riguardato esclusivamente la riduzione delle barriere fisiche. \u201cLa presenza di barriere senso-percettive resta invece stabile nel tempo, intorno al 20% delle scuole\u201d.<\/p>\n
Il quadro complessivo che se ne ricava \u00e8 composto da luci ed ombre, con molti segmenti e spazi per un possibile miglioramento. Occorre pertanto che tutti gli operatori del settore \u2013 Comuni, Regioni, Istituzioni scolastiche, imprese e professionisti \u2013 prestino particolare attenzione al completo rispetto delle prescrizioni normative in tema di eliminazione delle barriere architettoniche, comprese quelle di ostacolo alle persone non vedenti e ipovedenti, pena il rischio di rilasciare dichiarazioni e attestazioni non conformi alla realt\u00e0 ed in contrasto con le leggi vigenti.<\/p>\n","protected":false},"excerpt":{"rendered":"
